Puntland Community College[formerly Garowe School Of Management] was Officially opened on March 1999 as a result of assessment survey on women education needs. The College Now enters its third year of existence. So far it has accomplishednumerous outstanding objectivessuch as education and training objectives, promoting gender equity, balance and equal opportunity in education and employment whereby it has trained 60 women to professional careers like book keeping, financial accounting and secretarial duties and information technologies.
This project is one of few such project ever undertaken in Puntland, one with great significance and high-degree of success. So far the College has been occupying rooms in the secondary schoolsince it does not have premises of its own. Now we have come to the point which the stakeholders in this valuable endeavor should embark on the final sustainability activities of th college namely constructing college premises and completion of human and material resources of the college.
This project proposal outline activities, target beneficiaries, and budget for construction of the college premises. No one will doubt the benefits of this project, which had already been proven in the education and training it has provided. A mere example, 32 out of 56 ladies it has trained in the one-yaer course are now working. 120 person it has trained for government are all working and have access to modern equipment such as computers.
The college will not only provide education and training but research and support in these fields as well. Puntland Community College will also with other Diakonia Projects such as the legal and police programs. It has hosted two very important seminars for these projects and expects to do so in the future.
Once the college premises are complete, we can utterly declare that Puntland Community College is a sustainable college and the fruits of Diakonia's assistance and out efforts will be reaped. The fruits being improved quality education for Somali people in pursuit of promoting peace, human rights, democracy and fighting against poverty.
2 - BACKGAROUND.
A - Problem Analysis:
During the late Somali Government nearly 40%of National work force been women but after the civil war crupted in Somalia most of education or skilled women fled from the country and settled in foreing soil, creating already existed gender gap to widen. But sice women are valuable work force assets for sustainable national economic development, in Somalia education is as greatly needed as men.
After months of active, coherent and intensive participatory need assessment survey spearheaded by a local NGO called KAALO RELIEF AND DEVELOPMENT, with technical assistances from Diakonia Sweden has conculded on their findings that Somali Women education needs is far greater then men, lacking the necessary skills to compete male dominated professional arenas.
Resulting from that information, the first magnitude wisdom that unveiled the establishment of former Garowe School of Management[Puntland Community College]was to bridge the gender gap and empower women with education skills in management, administration, and information technology. That reality has touched 60 Girls who finished between 6 - 12 Months courses who most of them now cash in their skills in different offices of private and public sectors.
On further education research on need assessment survey, we realized the strong need for managment and business Administration college in Puntland which strongly encourages and operates under gender equity and equality. But that is not only where the shoe pinches, it was understood that lack of higher institution in Puntland has put many youngsters from high school to feel depressed for not having an opportunity to enter higher institution since there is no and never has been a higher education in this part of Somalia. All the higher institutions were clustered in Mogadishu area compelled the people in these region to go to Mogadishu. As the result of the civil war hundred of Thousands of internally displaced families arrived in Puntland, which scaled up the need for high education for the people in these regions to mount. However the euphoria generated by school paved the way to high charged demand from the community to establish a permanent institute or college by using the school as the groundwork of starting point.
On march 2001 the name of Garowe school of management was repalced after the establishment of Puntland Community College, which started its registration for first group of 2 years Integrated Certified Accounts Diploma courses composing of 45girl and 45 boys.
Unfortunately ever since the college was started it has been operating in Garowe secondary school compound. The school now needs the classrooms so the college can no longer operate the secondary school compound.
With all intent and purpose KAALO and college staff made long term plan for the college and turned evert stone to find fund for construction of college premises, having secured the land [40mx100m] designed for college construction site for community, which is equivalent of $15.000. Besides that KAALO will cover $10.000 USD as KAALO contribution and fuct of matter is without premises college sustainbility will be only a shadow chasing. Therefore gratefully, we are confident that Diakonia Sweden will sustain their intention and willingness to continue supporting the college toward the road of sustainability, which the establishment of college own premises will attract every one to be in college bandwagon.
B - JUSTIFICATION.
The tangible smooth progress for initial activities of Garowe school of Management [1999 - 2000] set the groundwork for the enormous needs for higher education especially in fields of management, Administration, Information, technology and English, which growing public and private enterprises are in short and limping for skilled staffs.
KAALO and college staff had made long term plan for college education and prepared it to become well-established sustainable academic and professional college to meet the demand from Puntland Community and all over Somalia.
While Diakonia Sweden illustrated their commitment and desire to see through the college toward sustainability. However for its two years of existence the institute has been occupying 7rooms in Garoowe secondary school. Now the secondary school is expanding by taking
new student on every year and by this time next year it will need all its classrooms to accommodate their increasing needs.
As the assessment conducted by KAALO and commissioned by Diakoni Sweden Clearly founded that College education services is badly needed and indispensable for gross sustainable economic development so it become imperative to plan a separate college premises that composes of the following parts:
1 - Six Classrooms:
by the capacity of 40 students each, plus the teaching stage. The classrooms are for English, Accountancy, Management, Secretarial Training and information technolgy.
2 - One Principle and Administrative office:
This office will deal with all kinds of administration activities of the college.
3 - One Big room for library, with bookshop section:
the bookshop will make available the required textbook to students and other interested individuals. It will be part of college income generation program. While in the library the student can get easily available information and reference books.
4 - Storage and printing room:
This will not only be the storage room but also the production room, the printing facilitieswill not be only benefited by the college but also by the entire education system of Puntland.
5 - Cafeteria:
This will be also part of college income generation, since the college is far from town the students will have a place to get their snacks and drinks.
6 - Conference Room:
A conference room is very importan for the college because of :
* It will be used for meetings, workshops, and seminars, of the
College.
* It will be used for other Diakonia Workshop, seminars, or gathering for events requiring enough space and facilities.
* It will be rented to international and local NGO's, for training, meetings, workshop, and other important Events.
* It will be rented to the autthorities for similar issues. So that the conference room will be a potential income generation for the college.
3 - TARGET GROUPS.
[1] - Secondary and post Secondary School student for 2Years integrated certified Accountants Diploma Course.
[2] - Government official and staff, public service staff, private sector staff local NGO's etc, for short Courses and long term courses in administration, Management, and information technology.
[3] - Short courses and workshops for empowering women NGO's
4 - GOAL ANALYSIS.
A) Overallaim:
To develop and establish permanent college premises with efficient qualified staff and adequate meterial resources to sestain recruiting and producing academic and professional administrators based on gender equity, equality and promoting human rights and democracy.
B - IMBACT AIM.
- To strengthen and implement the college establishment and sustainability by constructing its own permanent premises.
- To facilitate the smooth institutionalization process of Puntland Community College.
- To set up college premises in the untilization of education, training and development in the regiou
- To contribute to the promotion of human rights, gender equity and democracy by establishing a long-term college to educate the citizens to shape a better society-a society; which respects human rights and rule of law.
5. BENEFICIARIES
The project beneficiaries are:
- Whole Puntland population.(As an eduction institute, its benefits will undoubtedly touch every facet of Puntland population)
- Post-secondary students.
- Govemment staff including professional and administrative officers such as managers, administratots, accountants, secretaries, information officers, treasurers act.
- Private sector staff
- Women groups (As an equal opportunity education institution, it maintains a ration of 50%:50% gender for its courses(equal number of students for each gender). Similarly it contributes to building the capacities of women groups)
- Local non-governmental organizations staff.
6 - ACTIVITES.
